■ Presentation by each country
(1) Singapore
  • Specifications of CEPAS (Contactless ePurse Application) used for traffic tickets and the like are scheduled to be updated. Invitation of suggestions ended (by December 4). There were no influential comments so that the draft specifications will be published without modifications. Publication is slated for January 2015. eZlink as a traffic system IC card has a term of validity of five years. Three million eZlink cards will expire in 2014 but the users will receive IC cards of the new specifications for free.
  • The PS card (public service card) currently used for door access is Mifare, which will be gradually replaced by an IC card of SSID specifications.
  • Past and future of traffic tickets
    Past and present traffic tickets were explained because Year 2015 is the 20th anniversary of the start of traffic tickets.
  • Support for NFC
    As cases of using mobile terminals (NFC function),
    • 1) Application to read traffic ticket cards
    • 2) Mobile traffic tickets
    were explained. Payment using mobile traffic tickets is settled by the system.
    According to the demonstration made, a card is applied to the NFC communication part of a mobile terminal for settlement.
    There are 15 compatible models. A list of such models were presented.
  • About current status of biometric authentication
    While three types of using biometric authentication, memory card, Match-On-Card and System-On-Card are available, their ongoing standardization was reported. (Mobile tickets and these cards support biometric authentication, conforming to standards up to ISO17839-3.)
    Such cards has a concept that they include the current card functions, health care function and passport function.
    Professor Ohyama asked a question about receptivity of threat of information leak related to biometric authentication. In Singapore, the threat is negligible. Further, cancelable biometric authentication was introduced.
(2) Korea
  • Mr. Han at NIPA made a brief introduction of the current status of ICT in Korea. Korea is an Internet giant and is tackling the state-of-the-art technologies for IT and the like. Use of IT is rapidly growing.
  • Professor Lee at Seoul Women’s University made a proposal about traffic tickets. The president proposed common traffic tickets that may be used across APEC-participating countries in the recent APEC meeting. This has attracted people’s high attention.
    One Card One Asia was proposed as a specific plan. Its concept includes communalization of mobile tickets and unification of SIM. If the consent of the three countries is obtained, there is a hope to bring this idea as an AICF’s proposal into the APEC meeting next year. According to a proposal, for this purpose, an AICF general meeting and a short meeting are to be held before the APEC meeting slated for coming May. In the course of explanation, activities for standardization to conform to ISO were also proposed.
(3) Japan
  • Professor Ohyama at Tokyo Institute of Technology explained tackling of My Number (services utilizing electronic signature and electronic authentication) and ”Hospitality card” related to the Tokyo 2020 Olympic Games. In particular, under design plan was presented.
■ Steering committee

Suggestions were exchanged about future activities.

  • Change of AICF chairman is under arrangement in Korea. Mr. Han at NIPA as a current participant is a candidate for chairman. It is confirmed that the term of service is two years in principle.
  • Concerning next meeting, there is a hope to examine the measures for Korea’s proposal in a small group. Method for the measure is to be arranged in accordance with the following schedule:
    • 1) A short meeting (prior examination meeting for Korea’s proposal) will be held at the end of February 2015. Singapore members will visit Japan (Hiroshima). Schedule will be arranged before or after these events.
    • 2) Next AICF General Meeting at Korea in May 2015

5. Closing

It was announced that the post-conference party was to be held at 18:00 and venue was explained. The meeting was adjourned.
